At the beginning of its inception during the 1950s, JPS KMSB was known as the Drainage and Irrigation Department or its acronym, DID. The office was located beside Petani Motor in front of the then UTC Workshop, on the site where the Central Square shopping complex is built on now in Jalan Kampung Baru, Sungai Petani - operating with a skeleton staff of 7 consisting of one Technical Assistant as the Departmental Head, one Canal Inspector, one Overseer, a clerk, a storekeeper, a driver and an office assistant.
In 1961, the DID office was relocated to a shop lot beside the Welfare Department's office, in front of the Capitol Theatre near the Telecom's office in Sungai Petani; with a workforce of 15 including an engineer as the Head of Department. The office was subsequently known as the Jabatan Parit dan Taliair, Kedah Selatan in 1971, managing five southern districts of Kedah i.e. Kuala Muda, Baling, Sik, Kulim and Bandar Baru, and operating from an office in Bangunan Tengku Abdul Malik. In 1980 JPT Kedah Selatan was divided into two operating zones - JPT Wilayah Kedah Tengah comprising of Kuala Muda, Sik and Baling districts; and JPT Wilayah Kedah Selatan, comprising of Kulim and Bandar Baru districts.
The department's name was again changed in 1989, from Jabatan Parit dan Taliair Wilayah Kedah Tengah (or JPTKT) to Jabatan Pengairan dan Saliran, Kedah Tengah (or JPSKT). The office space was expanded in 1991 when the department moved into the former office of the Religious Department as the latter was relocated to a new office building. Some major renovations were done to better accommodate the department's two administrative and technical divisions. In 1997, the name of the department was changed to Jabatan Pengairan dan Saliran, Daerah Kuala Muda/Sik/Baling, headed until the present by a Grade J48 District Engineer. The number of officers and support staff at the time was 35 making a grand total of 137 staff members including those from the branch offices in Baling and Sik.
